Rules and Regulations
2009
I. REQUIREMENTS FOR CHARTER
- Applications for charter must be submitted to Headquarters and approved. Applications must include the annual National registration fee of $15.00 per team. All leagues must apply for charter on or before June 1.
- NBC "Hap" Dumont Youth Baseball Inc. (here-inafter referred to as NBC "Hap" Dumont Youth Baseball) Box 771352, Wichita, Kansas 67277.
- All Chartered leagues may add teams on or before July 1st merely by filing team registration fees with Headquarters.
- Leagues chartered as NBC “Hap” Dumont Youth Leagues shall thereby become subject to the powers and jurisdiction of State Directors within whose limits such leagues operate.
II. DEFINITION OF LEAGUE, PLAYER, SPONSOR, PLAYING RULES
- A league shall be composed of not less than four (4) teams, with no maximum limit in order to become a chartered league of NBC “HAP” DUMONT YOUTH BASEBALL.
- PLAYER - All players who are 19 years or under are eligible for NBC "Hap" Dumont Youth Baseball.
May 1 in any year shall be the deciding date.

- NBC “Hap” Dumont Youth Baseball shall be restricted to AMATEUR PLAYERS only. Players who have received remuneration for play or other compensation are not eligible. A player once declared ineligible can be reinstated only by NBC “Hap” Dumont Youth Baseball.
- Games in which an ineligible player has been used shall be declared forfeited.
- Amateur and eligibility status of any NBC "Hap" Dumont Youth Baseball player shall be determined in accordance with the prevailing rules of the State High School Athletic Association of the state in which the player participates in NBC "Hap" Dumont Youth Baseball play.
- SPONSOR — NBC "Hap" Dumont Youth Baseball forbids sponsorship by any organization or individuals whose activities may be regarded as inimical to the welfare of youth and therefore, strongly advises meticulous care in the selection of team sponsors.
- PLAYING RULES — All NBC "Hap" Dumont Youth Baseball games shall be played according to the Official Baseball Rules 1.00 through 10.22 with the exceptions listed in this book under the Special Rules and Regulations section.
III. JURISDICTION
1 .All competition shall be under the jurisdiction of NBC "Hap" Dumont Youth Baseball, Box 771352, Wichita, Kansas 67277.
2. It is mandatory that all chartered teams have group accident insurance. League President and/or Secretary must certify to the authenticity of the team’s possession of group accident insurance. It is recommended that all leagues be protected by liability insurance.
IV. BIRTH DOCUMENTS, ROSTERS
- Players enrolled on an NBC "Hap" Dumont Youth Baseball team roster must present to their respective league President (before the league's first scheduled game) an original record of their birth or a certified copy or notarized photostat of that original record of birth.
- A Certificate from the State, County or City Bureau of Vital Statistics, Department of Health, Affidavits of Birth, Baptismal Certificates, School Certificates or Drivers License.
- In the event of the player’s birth not being recorded at the time of birth, a CERTIFIED COPY OF THE DELAYED REGISTRATION of birth will be accepted, providing that said registration is filed with Headquarters and the State Director is notified prior to the player’s first regularly scheduled game.
- Notification of Birth Registration from the State, County or City Bureau of Vital Statistics, Department of Health or other recognized birth-recording agency.
- No player should be embarrassed as a result of this rule. Should there be any difficulty in complying with this birth certificate requirement, any League President, League Secretary, Parent or Guardian may contact NBC "Hap" Dumont Youth Baseball regarding an official letter of waiver prior to a player's first regularly scheduled league game. Application for an NBC "Hap" Dumont Youth Baseball letter of Waiver shall be accompanied by as much documentation as is available.
- A team roster shall be filed with Headquarters and State Directors independent of each other on or before July 1st. The League President and/or Secretary will certify as to the authenticity of the information submitted and certify as to possession of group accident insurance. Computer generated or other type rosters, providing all the information as required on the official roster forms and signed by the League President and/or Secretary, will be accepted.
- Players or teams added after July 1st are not eligible for tournament play.
V. TEAM COMPOSITION
- Each team shall consist of not more than seventeen (17) players, one (1) manager and two (2) coaches. (Note: Age 15, 16, 17, 18 and 19 & Under Twenty (20) Players.)
VI. STATE DIRECTORS
- State Directors supervise and have jurisdiction over all chartered NBC "Hap" Dumont Youth Baseball Leagues operating within their respective states in accordance with the rules, regulations and policies of NBC "Hap" Dumont Youth Baseball. State Directors are directly responsible to NBC "Hap" Dumont Youth Baseball.
- State Directors may formulate such rules and regulations and territorial jurisdictional limits that are not in conflict with NBC "Hap" Dumont Youth Baseball rules and regulations that will enable said Directors to better conduct their operations and govern leagues existing within their territorial limits. NBC "Hap" Dumont Youth Baseball shall have final approval on all State rules, regulations and policies.
- World Series Tournament fees will be four hundred ($400.00) dollars for ages 8 through 13 and five hundred ($500.00) dollars for ages 14 through 19 per team. This fee will be payable by cash or certified funds.
- State fees in excess of those stated must be approved by NBC "Hap" Dumont Youth Baseball.
- Local leagues may formulate rules and regulations as they see fit to better conduct their league operation (THIS APPLIES TO LEAGUE PLAY ONLY)
VII. PROTESTS AND RULE INTERPRETATION
- Each league shall adopt rules governing procedures for protesting a game, when a manager claims that an umpire’s decision is in violation of these rules.
- All disputes and protests shall be decided by the local league President or by his appointed committee.
TOURNAMENT SPECIAL RULES AND REGULATIONS THE PLAYING FIELD —
Refer to Official Baseball Rule 1.04 with the following exceptions: An NBC "Hap" Dumont Youth
Baseball playing field need not have an enclosed fence surrounding the outfield playing area. The baselines for age 8 Under shall be 60 feet and the pitching distance shall be 43 feet. Age 9 and 10 & Under the baselines shall be 65 feet and the pitching distance shall be 46 feet. Age 11 and 12 & Under the baselines shall be 70 feet and the pitching distance shall be 540 feet. Age 13 & Under the baselines shall be 80 feet and the pitching distance shall be 54 feet. Age 14,15,16,17, 18 and 19 & Under the baselines shall be 90 feet and the pitching distance shall be 60 feet, six inches ( 60' 6" ).
PLAYERS' BENCHES — Refer to Official Baseball Rule 1.08 with the following exception: NBC "Hap" Dumont Youth Baseball suggests but doesn't require that players benches be enclosed and roofed.
THE BALL — Refer to Official Baseball Rule 1.09.
BATS — These are approved for use in NBC "Hap" Dumont Youth Baseball. The bat for ages 8, 9, 10, 11, 12, 13, and 14 & Under shall not be more then two and three-fourths inches in diameter at the thickest part. For ages 15, 16, 17, 18 and 19 & Under the bat shall not be more then two and five-eights inches in diameter at the thickest part. The unit differential, namely the difference between bat length measured in inches and bat weight measured in ounces, will be no more then minus three. For all ages, the bat handle not more then 18 inches from the end, may be covered or treated with any material to improve the grip. No such material shall improve the reaction or distance factor of the bat.
PROTECTIVE HEADGEAR — Shall be worn at bat and while a base runner during practice and all games. Such headgear must cover the top of the head and have extended ear flaps which cover both ears and properly fit the player wearing it. Penalty: If a player refuses to wear headgear, he shall be removed from the game.ec
PROTECTIVE HEADGEAR, CUP AND SUPPORTER — This equipment must be worn by the catcher during practice and all games. The protective headgear must cover the top of the head and properly fit the catcher. PENALTY: If the catcher refuses to wear this equipment, he shall be removed from the game.
CATCHER’S MASK AND THROAT PROTECTOR — Any player warming up a pitcher at home plate shall wear a mask and it is recommended that any player warming up a pitcher at any other location shall wear a mask. The Throat Protector is considered part of the catcher’s mask. Penalty: If a player refuses to comply, he shall be removed from the game.
STEEL CLEATS — Shall not be allowed for the 8, 9, 10, 11 and 12 & Under in NBC “Hap” Dumont Youth Baseball. Penalty: If a player refuses to comply, he shall be removed from the game.
UMPIRE REQUIREMENTS — Refer to Official Baseball Rule 3.01 with the following exception: Section (d) — The umpire shall be assured by the home club that an adequate supply of regulation balls are immediately available for use if required. It is recommended that all umpires be NBC certified.
OFFICIAL BASEBALL RULE 8.01 — The pitcher shall take signs from the catcher while standing on the rubber. Note: This applies to age 13, 14, 15, 16, 17, 18 and 19 & Under only. PENALTY: After a warning by the umpire, the pitcher on the next offense, shall be removed from the mound as a pitcher for the remainder of the game.
EXTRA HITTER (EH) - This rule is optional. A team must declare its intent to use this rule before the game starts. A team may bat ten (10) players, but may not revert to a nine (9) player line-up except for injury, illness or ejection, and only then if no substitutes are available. A manager may play any nine (9) of the ten (10) players, listed in the official line-up, on defense at any time.
RE-ENTRY — Any of the starting players may withdraw from the game and re-enter once, provided such player occupies the same batting position, when he is in the lineup. This includes pitchers and they can return and pitch, if still eligible per rule XII, 7. The pitcher is also governed by the provisions of Official Baseball Rule 3.05. A substitute who is withdrawn may not reenter.
NOTE: If a player re-enters illegally as a pitcher, fielder or runner there is no penalty except that he must be removed from the game immediately when discovered. If he re-enters illegally as a batter, such illegal re-entry is penalized according to Official Baseball Rule 6.07, batting out of order. NOTE: If injury or illness occurs and all eligible substitutes have been used, a previously used substitute player may re-enter.
CRASH RULE — A base runner must slide at home plate if a play is being made on him. PENALTY: Base runner will be called out.
COURTESY RUNNER — A courtesy runner that hasn’t previously entered the game may run for the pitcher or catcher, but not for both in the same inning. This runner will not be entered in the scorebook. If a courtesty runner has entered the game illegally, he shall be removed immediately.
DESIGNATED HITTER — NBC “HAP” Dumont Youth Baseball does not allow the use of a designated hitter.
PROTESTING GAMES — No protest shall ever be permitted on judgment decisions by the umpire.
8 & UNDER MACHINE PITCH TOURNAMENT PLAYING RULES
- The front edge of the pitching machine shall be the pitchers rubber. One eight foot straight line will be drawn parallel from the pitchers rubber. The player pitcher must stay behind this line until the ball is hit.
- The plate umpire will call a maximum of five pitches or three swinging strikes to each batter. The batter is out on a dropped third strike.
- The field umpire will set the pitching machine speed at 44 mph. The pitching machine speed and elevation will be the same for each team. He will also place the ball in the pitching machine and call the bases.
- If a batted ball hits the pitching machine, the ball is dead and will be declared a no pitch.
- A thrown ball hitting the pitching machine is dead and all runners are entitled to the base to which they were advancing.
- When a defensive player is attempting a dangerous play near the pitching machine, the umpires may call a dead ball.
- All players at the start of the game will be placed in the batting order. A player that arrives late will be inserted at the end of the batting order. If a player is injured and can't continue, their spot in the batting order will be skipped each time the player would have come to bat. This will be done without penalty. The injured player can not return to the game.
- Run Rule-Six runs scored in any half inning shall be the same as three outs and the game will be called when there are not enough innings left in the game, for a team to score enough runs to win the game.
- There are no walks and a batter does not get to take first base if hit by a pitched ball.
- Base runners are not permitted to leave the base until the ball crosses home plate. A base runner leaving the base to soon will be called out.
- A base runner may steal all bases except home. A Runner on third may advance only on a batted ball.
- Umpires will call TIME after every play. TIME should be called as soon as play has ceased and runners are not obviously advancing.
- Ten players will be allowed on defense. Four players will be designated as outfielders and none will be allowed to assume an infield position.
- Free substitution for defensive players is allowed.
- The infield fly rule does not apply.
- No bunting is allowed.
- The extra hitter (EH) rule does not apply.
- The re-entry rule does not apply.
NBC “HAP” DUMONT YOUTH BASEBALL TOURNAMENT REGULATIONS
VIII. LEAGUE ELIGIBILITY
1. Each chartered league of NBC “Hap” Dumont Youth Baseball shall be eligible for representation in tournament play provided the league has complied with the following requirements on or before the specified dates: rule I — 1 b. rule III — 2 c. rule IV — 1, 3 d. rule V —1
2. A league may send one tournament team for every (4) four teams chartered. (EXAMPLE: If a league charters sixteen teams, they have the option to send 1, 2, 3 or 4 teams.) A player on a league roster would be eligible to play on only one tournament team.
3. All 9 year old players listed on a 9 & Under league roster are eligible for 9 & Under tournament play. All 9 year old players listed on a 10 & Under league roster are also eligible for 9 & Under Tournament play. A league may send one tournament team for every four (4) teams chartered. (Example: If a 10 & Under league roster has 10 and 9 year old players listed and a league charters sixteen (16) teams, they have the option to send 1,2,3 or 4 teams to the 10 & Under tournament and may also send 1,2,3 or 4 teams to the 9 & Under tournament.) A player on a league roster would be eligible to play on only one tournament team.
4. All 11 year old players listed on a 11 & Under league roster are eligible for 11 & Under tournament play. All 11 year old players listed on a 12 & Under league roster are also eligible for 11 & Under tournament play. A league may send one tournament team for every four (4) teams chartered. (Example: If a 12 & Under league roster has 12 and 11 year old players listed and a league charters sixteen (16) teams, they have the option to send 1,2,3 or 4 teams to the 12 & Under tournament and may also send 1,2,3 or 4 teams to the 11 & Under tournament.) A player on a league roster would be eligible to play on only one tournament team.
5. All 13 year old players listed on a 13 & Under league roster are eligible for 13 & Under tournament play. All 13 year old players listed on a 14 & Under league roster are also eligible for 13 & Under tournament play. A league may send one tournament team for every four (4) teams chartered. (Example: If a 14 & Under league roster has 14 and 13 year old players listed and a league charters sixteen (16) teams, they have the option to send 1,2,3 or 4 teams to the 14 & Under tournament and may also send 1,2,3 or 4 teams to the 13 & Under tournament.) A player on a league roster would be eligible to play on only one tournament team.
6. All 15 year old players listed on a 15 & Under league roster are eligible for 15 & Under tournament play. All 15 year old players listed on a 16 & Under league roster are also eligible for 15 & Under tournament play. A League may send one tournament team for every four teams chartered (example: If a 16 & Under league roster has 15 and 16 year old players listed and a league charters sixteen teams, they have the option to send 1, 2, 3, or 4 teams to the 16 & Under tournament and may also send 1, 2, 3, or 4 teams to the 15 & Under tournament.) A player on a league roster would be eligible to play on only one tournament team.
7. All 17 year old players listed on a 17 & Under league roster are eligible for 17 & Under tournament play. All 17 year old players listed on a 18 & Under league roster are also eligible for 17 & Under tournament play. A League may send one tournament team for every four teams chartered (example: If a 18 & Under league roster has 17,18 and 19 year old players listed and a league charters sixteen teams,they have the option to send 1, 2, 3, or 4 teams to the 19 & Under tournament and may also send 1, 2, 3, or 4 teams to the 18 & Under tournament and may also send 1, 2, 3, or 4 teams to the 17 & Under tournament.) A player on a league roster would be eligible to play on only one tournament team.
8. Authority and responsibility is delegated to State Directors to determine tournament eligibility of each league based upon rule VIII-1. Letters of league eligibility or non-eligibility will be forwarded to each chartered league by the NBC "Hap" Dumont Youth Baseball State Director.
IX. TEAM COMPOSITION
- Each tournament team shall consist of not more than seventeen (17) players, one (1) manager and two (2) coaches. (Note: Age 15, 16, 17, 18 and 19 & Under twenty (20) players.)
- Teams winning State Championships, may include any number of players they want, from any teams that participated in the state tournament, as long as their roster doesn’t exceed seventeen (17) players, to play with their team at the World Series. (Note: Age 15, 16, 17, 18 and 19 & Under twenty (20) players.)
- Managers and coaches must be selected from the chartered league rosters.
X. PLAYER ELIGIBILITY
- A player listed on a team roster or revisions thereto, which are filed with Headquarters and State Directors on or before July 1st shall be eligible for the tournament team provided that birth documents as defined in rule IV - 1-a-b-c, are in the custody of the proper tournament authority before the start of competition.

- IN NO CASE shall a player be allowed to participate in tournament competition unless said birth document is presented to the tournament officials. No tournament official, State Director shall have authority to waive this requirement.
- Due to death, major injury or extenuating circumstances, a tournament team player may be replaced upon presentation of written approval from NBC "Hap" Dumont Youth Baseball to the Tournament Director. The replacement player is eligible at the next level of tournament competition. The player replaced is not eligible for further tournament competition and replacement player must meet all tournament eligibility requirements. Proof of inability of player must be presented.
- To be eligible to compete in tournament play, a player must be listed on a league roster and only one tournament roster.
- The last tournament game played shall be forfeited for use of an illegal player.
XI. DOCUMENTS
- The tournament team manager must check in with the tournament officials the following documents prior to the start of competition:

- Birth documents or records as specified by rule IV - 1-a-b-c for each of the tournament team players.
- Two tournament team rosters certified by league President and/or Secretary.
- These documents will remain in the custody of the team manager and be readily accessible if called for by tournament officials. These same documents shall accompany the team as they advance in tournament competition.
XII. PLAYING RULES
- NBC "Hap" Dumont Youth Baseball tournament rules and regulations are in addition to Official Baseball Rules 1.00 through 10.22 with the exceptions listed under SPECIAL RULES AND REGULATIONS.
- A coin toss will determine the home team of each tournament game.
- All NBC “Hap” Dumont Tournament competition will be decided by double elimination. All teams participating in World Series play will be guaranteed a minimum of five games. At least three games will be guaranteed in pool play for seeding and the remaining tournament will be played in the double elimination bracket.
- Single elimination shall only be used in extenuating circumstances as determined by the NBC “Hap” Dumont Director.
- All players have full pitching eligibility beginning at each level of tournament competition. NOTE: World Series pool and double elimination bracket play is one level of play.
- No pitcher, age 9, 10, 11 and 12 & Under, in Tournament play shall not be allowed to pitch in more then six innings in any two consecutive games. Age 13, 14, 15, 16, 17, 18 and 19 & Under seven innings. NOTE: If a pitcher delivers one pitch in an inning, that pitcher will be charged for one inning pitched. A forfeited game that was never started will not be used in establishing a pitchers innings pitched in consecutive games.
- NBC “Hap” Dumont Youth baseball strongly cautions that extreme care should be used so that an individual player is not over extended, to protect the players arm.
- Games in which an ineligible pitcher has been used, as specified in paragraph 5, shall be declared forfeited.
- Trips to the mound by a manager or coach may not exceed one trip per pitcher in any one inning. The second trip shall automatically result in the removal this pitcher returns as a pitcher, he would be considered an improper pitcher and must be removed as a pitcher immediately when discovered.
- NBC “Hap” Dumont Youth baseball tournament games shall consist of six innings for age 8, 9, 10, 11, and 12 & Under. Seven innings for age 13, 14, 15, 16, 17, 18 and 19 & Under.
- In the event a game is called before completion, it shall be completed from the point of discontinuance.
- RUN RULE — A Tournament game will be terminated if one team is ahead and have had equal times at bat or the home-team is leading. NOTE: Age 9, 10, 11 and 12 & Under-fifteen runs after three innings or ten after four. Age 13, 14, 15, 16, 17, 18 and 19 & Under fifteen runs after four innings or ten after five.
- The protest committee shall be composed of three members. The protest committee shall consist of: The Umpire in Chief, the Tournament Director and the Official NBC Representative or their appointed Representative. NOTE: The Official NBC Representative shall be Chairman of the Committee. A manager must immediately claim a violation of a rule at which time play will be suspended until the protest committee has made its decision based on information received from the managers and umpires and the committee's observations. The protest committee's decision will be final. No protest will be honored after a game has been completed.
- A manager, coach or player ejected from a game in progress, will be suspended for the remainder of that game and the subsequent game of that tournament. Note: All ejections will immediately be reported to the NBC Director.
- No byes shall be allowed in any NBC "Hap" Dumont Youth Baseball tournaments after the first round of play.
- All tournament brackets shall be approved by a State or Headquarters official.
- No tournament team shall play in more than three tournament games per day without permission from NBC "Hap" Dumont Youth Baseball.
XIII. JURISDICTION
- STATE tournaments shall be under the jurisdiction of the NBC "Hap" Dumont Youth Baseball State Director or tournament director duly appointed by the State Director.
- WORLD SERIES tournaments shall be under the jurisdiction of NBC "Hap" Dumont Youth Baseball.
- A State or World Series may have a host team in the tournament. A host team will be ineligible automatically for a bye and must not participate in any tournament competition prior to its first game as host team. Exception: In World Series play ONLY, a host team may move automatically from pool play to a bye in the double elimination bracket.
Such tournament rules and regulations as may be deemed advisable to meet local conditions may be established by State Directors, World Series Directors or appointed tournament directors as long as said rules and regulations do not conflict with the rules and regulations of NBC “Hap” Dumont Youth Baseball. All State Directors and World Series Directors shall establish tournament rules as soon as possible and every league and state shall be advised of the establishment of said rules.
